Buenos Aires, 11 de febrero de 1916
Habiendo el Gobierno de la Provincia de Bs. Aires cedido al Superior Gobierno de la Nación, por decreto de fecha 11 de noviembre de 1915, las chacras Nos. 45 y 46, situadas en el Municipio de la Ciudad de La Plata, dentro de las cuales se encuentra el histórico Fuerte BARRAGAN con el objeto de que en ellas se instale la Escuela de Aviación de la Armada, y siendo a la vez necesario establecer conjuntamente con esa Escuela el Parque de Aerostación y Aviación,
 
EL PRESIDENTE DE LA NACION ARGENTINA
DECRETA:
 
Articulo 1°- Crease el Parque y Escuela de Aerostación y Aviación de la Armada, en los terrenos al efecto cedidos por el Gobierno de la provincia de Buenos Aires, situados en el Municipio de la Ciudad de La Plata.
Articulo 2°-Este establecimiento se denominara “Parque Escuela Fuerte Barragán” y funcionara como comando dependiente directamente del Ministerio de Marina, por intermedio de la Dirección General del Personal (División Escuelas).
Articulo 3°- En homenaje a la primera víctima de la Aviación de la Armada, el piloto instructor Condestable Artillero de 1ra. D. Joaquín OYTABEN, se le dará su nombre al primer hangar que para aeroplanos se construya con carácter definitivo.
Articulo 4°- El objeto de este establecimiento será:
a) La enseñanza y preparación general del personal de oficiales de observación y comando, los pilotos y los mecánicos.
b) Construir, reparar y mantener en perfecto estado de funcionamiento las aeronaves, aviones o hidroaviones y sus accesorios, que para el servicio de la armada se crean necesarios.
Articulo 5°- Los oficiales de observación y comando pertenecerán únicamente al Cuerpo General de la Armada; los pilotos serán suboficiales de mar de las categorías de timonería y señales y los mecánicos serán de las categorías de maquinas y electricidad. Como concesión especial y previo la solicitud correspondiente, podrá permitirse el ingreso a la Escuela de Aerostación y Aviación a los oficiales de los Cuerpos Auxiliares.
Articulo 6°- Los pilotos aviadores deberán obligatoriamente y previamente, obtener el título de la Federación Aeronáutica Internacional, para después obtener el de piloto de la Armada, de acuerdo con los reglamentos respectivos.
Articulo 7°- Por el Ministerio de Marina se establecerán las condiciones requeridas para obtener las patentes de oficial observador y comando de aeronaves, aviones e hidroaviones, las de piloto y las de mecánico.
Articulo 8°- Se formara un cuerpo de aeronautas y aviadores, escogiéndose su personal dentro de los patentados en todas las categorías y entre los que se hayan distinguido en estos servicios.
Articulo 9°- Todas las dependencias del Ministerio de Marina donde hubiera materiales pertenecientes a aviones e hidroaviones las entregaran al Comando del Parque Escuela “Fuerte Barragán”.
Articulo 10°- Comuníquese, publíquese e insértese.

FUERTE BARRAGAN EN LA ACTUALIDAD

El 1º de noviembre de 1915, por decreto de la provincia de Buenos Aires, se transfirieron a la Armada las chacras 45 y 46 del Municipio de La Plata, lindantes al histórico Fuerte de la Ensenada de Barragán.
Nacido como continuación de la escuela de Berisso, el arsenal del rio de la plata aporta sus hombres, muchos de los cuales habían estado en Palomar en 1912, Europa en 1914 o en Berisso a partir de 1912/13.
Al crearse el 11 de febrero de 1916 el "Parque y Escuela de Aerostación y Aviación de Fuerte Barragán", se constituyó la simiente de la Aerostación de la Armada. 
Teniente de Navio Melchor Z. ESCOLA
Instalada la Escuela, fue su primer Jefe el Teniente de Navío Melchor Z. ESCOLA desempeñándose además como Profesor de Aviación y siendo también la autoridad militar máxima del Parque. 
Transportes "SAIHUEQUE" e "INACAYAL"
Las viejas instalaciones del Fuerte Colonial no son utilizadas.
Como apoyo logístico y vivienda del personal, se agregaron al Parque los Transportes de ríos "SAYHUEQUE" e "INACAYAL", fondeados en el próximo Arroyo ''Doña Flora". 
HANGAR "CONDESTABLE OYTABEN"
Se comenzó de inmediato a la erección de un hangar —denominado "CONDESTABLE OYTABEN" en cumplimiento del decreto del 11 de febrero de 1916—,construido con maderas de instalaciones desarmadas en la Isla Martin García, pintado de blanco con letras negras, algunos precarios edificios para la Escuela en sí, casa para Jefes y Oficiales, cuadra, cocina, y se niveló el campo en un trozo que dio por resultado una pista de tierra apisonada, de unos 400 m. de largo por unos 25 m. de ancho. Se iniciaron los vuelos de instrucción a fines de 1916, con diversos instructores civiles y con una serie de pequeños desastres iniciales, que fueron averiando las pocas aeronaves en existencia, aunque sin causar víctimas humanas.
SUBOFICIAL MAYOR COVAS
La actividad de vuelo es reducida, y al ser dado de pase el Teniente ESCOLA, es preciso requerir un instructor de vuelo.
El primer vuelo de instrucción, tiene lugar el 15 de agosto de 1917, por el piloto instructor civil Martín PICO y el Suboficial Guillermo COVAS. A partir de entonces se realizan cursos con regularidad, patentándose de pilotos el Teniente de Fragata Raúl MORENO (27 de enero de 1918), y el Suboficial José A. PENACHI (5 de febrero de 1918).
El Teniente MORENO llega procedente del Arsenal de Rio Santiago donde ha estado a cargo del aspecto Aviación  en su sección Armamento, discípulo de OYTABEN, realiza práctica de vuelo activa.
Encargado de los Talleres de Parque, conducirá a los operarios y suboficiales que harán posible el vuelo contra todos los in convenientes que la Guerra mundial crea en materia de repuestos.
Interesa al Arsenal de Zarate y logra que llegue a reparar los motores existentes, alienta y logra que el suboficial COVAS, en 1918 construya la primera hélice aérea realizada en el país para un avión donado por la Misión Aeronáutica Francesa.
Por último releva al Teniente ESCOLA al ser este dado de pase.
El Teniente MORENO es dado de pase el 10 de junio de 1918, tomando la Jefatura del Parque el Teniente de Navío Heraclio FRAGA, quien recibe órdenes de suspender las actividades de vuelo, clausurar la Escuela y efectuar solamente las tareas de mantenimiento de las instalaciones y material de vuelo.
En 1920 se hace cargo del Parque el Teniente de Fragata Ceferino M. POUCHAN, se reanudan las actividades de vuelo y se mantiene como Jefe en el cargo hasta 1923.
Fuerte Barragán mantiene la jerarquía de segunda base aeronaval del país, (siendo la primera Puerto Militar) hasta la habilitación de la Estación Aeronaval Punta Indio, su sucesora.
A partir de 1927 ya es un centro secundario, campo aéreo o de apoyo, dependiente militarmente de Punta Indio.
Luego de los años 30 y sin perder la anterior dependencia, se encuentra vinculado a la enseñanza de vuelo básica que se imparte a la Escuela Naval Militar. 
Por largos años —1927/60— son sus encargados sucesivos los Suboficiales Mayores TALAMONI, MERINO y MACELLARI.
HANGAR "CONDESTABLE OYTABEN" EN LA ACTUALIDAD
En 1967 se crea en su ámbito el Museo Naval "Fuerte Barragán"', utilizando las instalaciones de la Estación Aeronaval y el Hangar '' Condestable OYTABEN”.
El 12 de junio de 1972 por resolución del Comandante en Jefe de la Armada, cesa la actividad de la Estación Aeronaval.

CREATION OF "PARK AND SCHOOL OF AEROSTATICS AND AVIATION OF THE NAVY",
DAY OF THE CREATION OF THE ARGENTINE NAVAL AVIATION.

Buenos Aires, 11 February 1916
Having the Government of the province of Bs. Aires loaned to the National Government higher, by decree dated November 11, 1915, the farms Nos. 45 and 46, located in the municipality of the city of La Plata, which is the historic Fort BARRAGAN in the order that they install the Navy Aviation School, and at the same time be jointly establish with that School Park Aerostatics and Aviation.

PRESIDENT OF THE NATION ARGENTINA

DECREE:

Article 1 - Created Park and School of Navy Aviation and Aerostatics in effect land ceded by the Government of Buenos Aires province, located in La Plata City municipality.  

Article 2nd - This establishment called "Park School Fort Barragán" and function as dependent command directly from the Ministry of the Navy, through the General Personnel Directorate (Division Schools).
 
 Article 3 ° - Tribute to the first victim of the Navy, the pilot flying instructor Constable Gunner 1st. Class D. Joaquín OYTABEN, will be named the first hangar for airplanes build with finality.

Article 4 ° - The object of this establishment will be: the education and general preparation of the personnel of observation and command officers, pilots and mechanics. Build, repair and maintain aircraft, aircraft or seaplane and their accessories, servicing the Navy created necessary in perfect working. 

Article 5 ° - Observation and command officers will be only to the General body of the Navy; pilots will be non-commissioned officers categories of helm and signals and mechanics will be categories of machines and electricity. Special and prior grant application, may permit is admission to the school of aviation and Aerostatics officers of the auxiliary bodies.

 Article 6 ° - Aviators pilots must compulsorily and previously, degree International Aeronautical Federation for after the pilot of the Navy, in accordance with the respective regulations.

Article 7 ° - by the Ministry of the Navy will be the conditions required for obtaining patents official observer and command of aircraft, aircraft and flying boats, pilot and mechanic.

Article 8 ° - Forming a body of making and aviators, choosing his staff within the patented in all categories and among those who have distinguished themselves in these services. 

Article 9 ° - All units of the Navy Ministry where have materials from aircraft and hydroplanes them handed over to the school Park command "Fort Barragán".

November 1 1915, by Decree of Buenos Aires province, were transferred to the Navy the farms 45 and 46 of the municipality of La Plata, adjoining the historic Barragán Cove Fort. 
Born as a continuation of the School of Berisso, the Arsenal of RIO DE LA PLATA brings his men, many of whom had been at Palomar in 1912, Europe 1914 or Berisso from 1912/13.
The establishment of February11 1916 the "Park and school of Aerostatics and Aviation of Fort Barragán", became the seed of the Navy Aerostatics. Installed the school, was its first head the Lieutenant Commander Melchor z. ESCOLA also serve as Professor of aviation and also being the military authority of the Park. 
Old Colonial Fort facilities are not used.
As logistical support and housing staff, added park transports anchored in the next stream"SAYHUEQUE"and"INACAYAL"rivers"Doña Flora". Began immediately to the erection of a hangar - so-called "Constable OYTABEN" pursuant to the Decree of  February 11 1916 -  built with timbers of facilities disarmed in Martin Garcia Island, painted white with black lettering, some precarious buildings for the school itself, home to heads and officers, block, cuisine, and leveled off the field in a piece that resulted in a runway of rammed, land of about 400 m long by about 25 m in width. The instruction at the end of 1916, flights began with various civilian instructors and a series of small initial disasters that were breakdown few aircraft in existence, though without causing human casualties.
Flight activity is reduced, and to be given pass Lieutenant ESCOLA, must require a flight instructor.
The first flight of instruction, takes place on 15 August 1917 by pilot civilian instructor Martín PICO and Petty Officer Guillermo COVAS. Then conducted courses on a regular basis, patenting is pilots  Lieutenant Raul MORENO (January 27, 1918), and Petty Officer Jose a. PENACHI (5 February 1918).
Lieutenant MORENO comes from the Arsenal of Rio Santiago where it has been in charge of the aviation aspect in Weapon Section, disciple of OYTABEN, carries out active flight practice. Park workshops Manager will lead to operators and Petty officers that will make possible the flight against all the desirable in the world war created in the field of spare parts. Interest Zarate Arsenal and manages to repair the existing engines, encourages and manages that Petty Officer COVAS, in 1918 build the first aerial propeller in the country for an aircraft donated by the French Aeronautics Mission. Lieutenant MORENO is pass since taking the Park Headquarters Lieutenant Commander Heraclio FRAGA, who receives orders to suspend the activities of flight, on 10 June 1918, closing schools and only perform the tasks of maintenance of facilities and flight equipment.  1920 Takes charge of the Park Lieutenant Ceferino M. POUCHAN, resume flight activities and remains as Chief until 1923. Fort Barragán maintains second naval base in the country hierarchy (being the first military port) to the empowerment of Punta Indio Naval Air Station, its successor.
In 1927 it is a secondary hub, air or support, militarily dependent Punta Indio field. 
After 30 years and without losing the previous unit, it is linked to the basic flight education provided to the Military Naval School. 
 For many years - 1927/60 - are their successive charge the Warrant Officers TALAMONI, MERINO and MACELLARI.
1967 Creates in his field Fort Barragán Naval Museum , using the facilities of the naval air station and Hangar"Constable OYTABEN".
 June 12, 1972 by resolution of the Commander in Chief of the Navy, ceases the activity of the naval air station in Fort Barragán.
